By law do you have to use the base with an infant carrier in the car?

Question by Hannah B.: By law do you have to use the base with an infant carrier in the car?
My car seat fits better and is more secure without it. But I dont want to be told I cant leave the hospital until the base is installed. So by law do I *have* to use it or is it okay if I just use the seat belt.
